There is alot of beauty and culture portrayed and to learn about Rome: people, architecture, art etc. along with both extremely joyous and dreadful occasions. There's a 1 second cameo of Anthony Bourdain near the beginning.

Yes, it "Felliniesque" alright. People leading lives of quite desperation; story centers on one-hit wonder who, in old age, ponders his life. Splendid cinematography and music. Yes, it's a masterpiece.
