Our favorite space pilot is driving a desk and the unlikely hero of it all is a rather unlikeable journalist. Almost hidden in the plot is the basic idea that we are and have been monitored by a civilization far superior to our own and they are getting disappointed with our continuing lack of societal control over our burgeoning scientific capabilities. The parent may have to spank a child occasionally if the child becomes a danger to the universe. McDevitt is sending a message that is appropriate to our current lack of national control.
