We Need Diverse Books created a resource list for finding books that center Black, Indigenous, and People of Color, different abilities, religions, and LGBTQ+ communities. It offers a lot of great sources for booklists. Doesn’t necessarily focus on civic engagement but can lead to books that do.

In library catalogs, Worldcat or Overdrive (or other book services), you can experiment with using different terms that cover different identities and topics. Sometimes it's trial and error. Sometimes you can use a sample book and check the subject headings that would lead you to similar books.
For example, the subject headings in Multnomah County Library’s catalog for "Someday is Now" include:
Civil Rights Workers — United States — Biography — Juvenile Literature and
African Americans — Civil Rights — History — 20th Century — Juvenile Literature
This can help determine how whatever catalog you’re searching is describing the topics of the titles, allowing you to find keywords that may not be as obvious.

Through some library subscriptions, you can also explore Novelist Plus, a database which has sometimes more standardized "subject headings" that can finetune a search. Under their advanced search, you can find books by author's nationality, gender identity, and/or cultural identity which can lead to some good "own voices" titles. Or similar to the library website, you can experiment with different terms or sample books and go from there.
For example, "Intersection Allies" includes the subjects: alliances, children, equality, feminism, identity (psychology), individual differences, and intersectionality.
